Decision makers must see improvements in outcomes and ensure that resources are used to their maximum capacity and for the intended purposes. Our work is informed by people in the communities and organizations at all levels. We work closely with governments, funding organizations, service delivery staff, and internal and external stakeholders to ensure context-specific and culturally sensitive accountability frameworks are utilized. Building meaningful relationships, ensuring clarity of purpose and flexibility to meet changing demands, sharing resources and tools, and providing effective training and mentoring, are the hallmarks of our approach to performance monitoring and evaluation.
In order to ensure performance monitoring and evaluation frameworks are relevant, we strive to understand the unique developmental and sustainability issues faced by countries experiencing difficult health, social, political and economic challenges. We use an intentional strategy of gaining insights into the interface of existing policies, programs and strategies that are both within and external to the communities and identified sectors. Our method of creating deliberative dialogues encourages the elimination of duplication and redundancies, while building the necessary capacity to optimize results and promote accountable decision making. We pay attention to priorities and expectations from a broad perspective, and support decision makers to create effective mechanisms for the acquisition of knowledge and skillful management of scarce resources.
Performance monitoring, an ongoing process, begins at the pre-planning stage, continues on through initiation and the life of programs and projects, and concludes with a transition to the next phase. In some instances, as and when required, monitoring extends into off-shoots of the initiative. We develop monitoring capacity within organizations and in communities by: (1) conducting environmental scans that allow us to identify the training needs of personnel in undertaking gap and risk assessments, (2) providing training to field staff for efficient and effective means of data collection, early detection of problems and challenges, and problem-solving to course correct as necessary, and (3) supporting their efforts in enhancing responsiveness of programs and developing contingency plans to help mitigate undesirable outcomes.
We bring expertise in evaluating policies and programs in health, social, governance and educational sectors, at the country-, geographic-, regional-, and local-, as well as sector specific levels. Our approach to evaluation is very systematic, and is conducted through capturing quantitative and qualitative data related to: (1) outcome and process indicators so as to evaluate achievement of the goals and objectives of the programs and projects, and (2) impacts associated with the initiatives and strategies. We gather evidence that examines both intended and unintended consequences and use this to inform policies, programming and next steps, and support the ongoing alignment of initiatives with the vision of the organizations and funding agencies.
